3.5 Iran-linked attacks on US water utilities and OT

CISA reported a significant increase in malicious activity against water utilities and urged facilities to remove publicly exposed PLCs and other OT from the internet. Minnesota’s state IT agency said more than 30 community water systems were hit in a coordinated campaign beginning 2026-07-26, and the FBI reported PLC-related incidents at utilities in at least seven states. Intruders modified PLC passwords to lock out operators and changed device IP addresses, resulting in boil-water notices and sustained manual operations. A Chinese-speaking threat actor is pairing the DeepSeek AI model with the open-source Hermes Agent to autonomously target exposed servers with minimal human oversight (MITRE T1071.001, T1569).
